Brief History


   Changhua City government set up “Health Section” to control the administrative affairs of health in 1945,the same year or Taiwan Restoration. In view of the growing importance of public health , the “Health Section” was changed to “Chang-hua with a principal and 18 staff and no branches, that take charge of all the public health offices in villages and towns with the Taichung County Health Department. In November 1950 it changed to be subordinate to the reformed Changhua County government , with a principal , 3 branches and 2 offices and 24staff. The public health offices were also set up to handle the administrative affairs of health in villages and towns. Till 1962, to cooperate with the demand of practical business, it reformed again by order to Changhua County Bureau in 1961, with the organization of 6 branches and 3 offices , 47 staff. Then in January 1985, because of the growing importance of numerous business in food sanitation, the 7th branch extened to 3 offices and 75 staff. As the speedy development of industry and the serious destruction of natural environment, the bureau of environment protection of Chang-hua County was establish in September 1989 according to the consciousness of environment protection. The business of environmental sanitation and environmental pollution prerention had transferred to the bureau. Then in 1990,according to the order of rule 11, the autonomy regulations of Changhua County government, the organization was restructured to 7 branches and 4 offices, 78 staff; including the Medical Affair , Pharmaceutical Affair, Food Sanitation , Health Promotion and Protection, Communicable Disease Control, Laboratory Testings , and offices of planning, general affairs , accounting , political tendency. Affiliated agencies include the clinics of Chronic Disease Control and 27 health offices.

The followings are the brief introduction of their service

  • Disease Control Section:

    In change of the business of communicable disease control, inoculation, occupational health ; the management of foreign lablors health and health offices.

  • Planning Information Management Section :

    Develop the electric information of health management , the lawful affairs of public health law and the research and service for people , the management of editing health magazines and related books.

  • Medical Affairs Section:

    The management of medical affair , establishing the emergency care system , psychiatric health , long term cave and medical staff.

  • Pharmaceu-tical Affairs Section:

    The management of pharmaceutical affair and controlled medicine, assisting local drugstores to carry out the separation of medical and medicine, and the management of pharmacists.

  • Health Promotion Section:

    The management of women & children, eugenics, kindergartener health , occupational disease ,the elders, the prevention of women-cancer and stomatology, the development of community health.

  • Laboratory Section:

    The testing affairs of food sanitation and public health.

  • Food Safety Section:

    The management of food sanitation and health food, the advertisement of national nutrition.
